The city of Gulfport has filed lawsuits in Chancery Court to close two downtown businesses alleged to be public nuisances: the Boiler Room lounge and Osaka Spa. The lawsuit against Osaka Spa alleges the massage parlor, owned by Chong Kum Dale, offered unlicensed massagists to customers seeking sexual services. One employee, Aelan Lee, recently pleaded guilty to prostitution and provided police a lengthy statement. The complaint says: “Lee’s statement provides compelling firsthand knowledge of the ongoing sex trade within the closed confines of the Osaka Spa and further that Chong Kum Dale was personally aware of, sponsored and profited from this prostitution.” The Boiler Room has been a source of frequent complaints from neighbors and also was the scene of a recent murder. Crowds that gather there on weekends for live bands spill into the street when the night’s entertainment ends. The rambunctious street party has even been featured on YouTube. “Rampant continual criminal conduct, involving public drunkenness, lewdness, lasciviousness, loud music, illegal and improper parking, disruptive actions and antics, (and) disorderly conduct into the early morning hours has led to numerous assaults involving weapons, shootings, manslaughter, mayhem and even murder, in and about the premises of the Boiler Room over the last four years and has directly and consequently required an inordinate amount of public safety responses and resources from the city of Gulfport’s police and fire departments.”
